PY Biakpara Dedicates Award to Ughelli Ijaws Foremost Ijaw fundamentalist and politician, Wing Commander P.Y Biakpara (rtd) has dedicated a prestigious award bestowed on him my the University of Ibadan Alumni Association, Warri Chapter.
